Rebecca Skiba brings over 22 years of legal, regulatory, and government relations experience to Werner, Ayers & McDonald LLP, with a focus on energy law, environmental and regulatory compliance, corporate governance, and public policy advocacy. A highly respected advisor, Rebecca has worked extensively with public companies, private enterprises, and industry groups to navigate complex legal landscapes and develop strategic solutions that align with business goals.
Before joining the firm, Rebecca held senior leadership roles at Marathon Oil Company, where she most recently served as Vice President of Communications and Government Relations. In this role, she managed corporate communications, federal and state government affairs, community relations, and ESG reporting, advising executives on regulatory and legislative matters critical to the energy sector. During her tenure at Marathon, she also served as Interim General Counsel, overseeing the legal function and managing corporate legal strategy.
Rebecca has deep expertise in environmental law, regulatory compliance, and corporate risk management, having previously served as Assistant General Counsel for Regulatory Affairs and Government Relations at Marathon. In this role, she led legal teams handling health, safety, environmental, and sustainability (HES&S) matters, while also working closely with federal regulators and industry stakeholders to shape public policy. Earlier in her career, she practiced environmental and energy law at Fulbright & Jaworski LLP, where she advised oil and gas companies on regulatory, transactional, and compliance matters.
A strategic and solutions-driven attorney, Rebecca is known for her ability to bridge the gap between legal risk management, business operations, and government affairs. She has served as Chair of the Texas Bar Association’s Environmental & Natural Resources Law Section, as well as a leader in various American Petroleum Institute (API) and American Exploration & Production Council (AXPC) committees focused on environmental, social, and governance (ESG) policies. Rebecca earned her J.D., summa cum laude, from South Texas College of Law, where she served as Managing Editor of the South Texas Law Review, and her B.S. in Chemistry from The University of Texas at Austin. She remains actively engaged in pro bono legal work and industry organizations, has frequently spoken on issues related to energy law, environmental policy, and corporate sustainability.
